Which Networks are Best?

Question

I know Internap (Multi-Routing with %100 Uptime guarantee) and Peer1 as High Quality bandwith providers. Whats rest?

How is Level3? Global Crossing? He.net ? XO (Was bad for me)? Williams (Was bad for me too)? Cogent (We know its not for real)

Details would be appreciated, people should know about networks more

We're using level3 in LA about 5 years - they are pretty stable.

I used XO at the middle of 199x (they called Concentric) - they were cool too, but at 2000-2001 we managed client's server at NY - they were really slow... Not sure about now, hope they got better.
